Parking Eye - Scotland Appeal

I am the registered keeper of a car I know was at a Parking Eye facility a few weeks ago. I've had a look at the newbie thread and the template appeal, however, their website takes you through a lot of personal information and you have to select from a lot of drop down (and drop yourself in it) options before you even get near posting that appeal online.
With no sign of that coming up, is it best to print off and post or does the website eventually let you put the appeal in?
This was a postal notification, there are large signs (I know the car park) but the driver was certainly using the facilities attached to the car park and were there (by Parking Eye's admission) less than an hour.
If I wasn't in Scotland I wouldn't have even bothered going to the appeal page but the advice is to do so. Of course they already have a keeper name and address so i haven't clicked anything that has't already been mentioned at all.
I will go to the facility tomorrow and speak to them too. Doubt it will make a difference though....
Basically, should i continue clicking through their website or just not bother despite being in Scotland?
What if there was no such thing as a rhetorical question?

The first and most important question is, is the vehicle registered to a keeper in Scotland, or somewhere else?
A vehicle keeper in Scotland cannot (yet) be held liable for a parking charge from an unregulated parking company.
If the vehicle keeper lives in Scotland then the PCN/NTK can safely be ignored, but the keeper should complain to the landowner.
This is explained in the NEWBIES Announcement.
If the keeper lives in England or Wales, then the initial appeal should be made made using the template in blue text as well as a complaint to the landowner.I married my cousin. I had to...I don't have a sister.

Okay, you have the option to appeal as keeper, ignore, or state that as the keeper lives in Scotland they cannot be held liable.

I thought ParkingEye still had a choice called 'other' on their appeals page?PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
