Should I appeal Amtrac parking ticket as permit was on display or contact them and appeal?

    Just playing devil's advocate here, but BW Legal state in that letter:
    Given that you made an admission to the unpaid PCN, we will bring this to the Court's attention should the matter proceed to a final hearing
    Would this not be persuasive to a judge?

    Nope because they didn't make any admission of wrongdoing that was within their control. If the flimsy permit (surely expected to be designed to withstand sun exposure in a windscreen) was at fault by fading & curling up in normal UK weather, within months, then (as @Le_Kirk says) that's the C's fault as they are the trader.  

    Permit not fit for purpose.

    Arguably, the lack of prominence of wording on the permit also breaches another section of the CRA 2015 because it is a 'consumer notice' relevant to the alleged contract.  Where terms are ambiguous (in this case it's said the consumer notice was 'furled' and possibly unclear) the interpretation that most favours the CONSUMER must prevail anyway!  Thus, if it walks like a duck and looks like a duck and the D says it's their duck...then it is their permit and a trader can't have that interpreted in their favour if the wording was in any way ambiguous.

    We need you - as a genuine PPC victim of aggression, sharp practice and an 'extortion' attempt to add £60 or £70 as a 'numbers game' to line the pockets of the roboclaim hangers-on - to respond robustly to the Public Consultation.

    It will specifically be ONLY about the level of parking charges and the banning of the false added DRA 'fee' that too many honest motorists currently fall victim to.

    It will need consumer input (powerful voices) but change is afoot. It's taken about 5 years to get to this stage:

    We need people like you and your driving family & friends to respond in high numbers. You have a personal story to tell about the culture of greed that inflates parking charges to line the pockets of roboclaim thug 'legal' firms, and incentivises court as a cheaper form of debt collection than the PPC making proper efforts to engage with the consumer.
