would like the opinion/advice from the very knowledgeable people on here. We have become another victim of the above car park. I have followed the earlier advice off the forum on how to appeal the PCN to the parking company @One parking Solution's@ and used the template provided and yesterday received the expected email (having read other threads) confirm they are upholding the PCN.
the situation for us is as follows;_
12/8/21 entered car park at 7.35pm according to PCN. waited for a space as several cars were getting ready to leave. Parked in the first space to find it was extremely tight to get out so moved to the next available space. waited at the pay & display machine as person in front was trying to pay by card and was struggling with the internet connection. we then paid by cash displayed ticket and left. I'm assuming that we have been given the grace of 10 or maybe 15 minutes as the signage apparently is different depending on which one you read. the reason i say this is the PCN shows exit time of 8.52pm.
Our ticket shows the PCN reason of expired payment/ticket. there is no explanation off the company of the actual time we purchased the ticket. Or what the meaning of the reason is. We think it looks like we've paid £1.75 for a short period before 8pm and they expected us to go back and pay £1.25 for the time after 8pm. Not entirely sure but having read other posts on here from people who've paid for 12 hours and left after 10 and still received a PCN as it was after 8pm when they left, that's what we're thinking. If that's the case we would have ended up paying £3.00 for the hour ????
on returning to our car we spent a few minutes before leaving planning our route home as we are not local to the area.
PCN arrived dated 20th August, an online appeal was processed on 27th August (after reading this site)
Went on Holiday 20th September having not heard anything from them, returned home late 4th October to a letter dated 20th September saying that we had not done anything so we had 14 days to pay or details were being passed to a solicitor.
5th October wrote a email asking to log a complaint with the above information about our first appeal date on it.
6th October 16.25 reply email from One Parking Solutions giving us to the end of day to appeal as they say they hadn't received anything from us. This was then promptly sent and then the decline received yesterday. It has given us a POPLA number and said to pay the amount due or appeal to POPLA if we do this we lose the right to pay the lower amount ( which was on the original PCN at £60). However on the next paragraph it now says we have to pay £100. copy of letter attached.
so do we:-
just pay the charge, if so which amount do you think we should be paying?
Take it to Popla ? Now even we know that if it has given us 15 minutes grace we are still 2 minutes over that time, which is most probably where we sat is the car working our route home.

IMO the bottom sign is loo low to form part of a contract Please red the newbies and complain to your MP/.You never know how far you can go until you go too far.1

Not a single person should be for one minute contemplating paying a PCN issued at Llangrannog.
There are sufficient reports, news articles and forum posts (as well as a BPA investigation following complaints) to support the idea that this appears to a reasonable person to have been operated using unfair terms/payment methods that are unsuitable for this car park.
Do POPLA of course. You won't be paying even if you lose. No Judge would find this set up fair, with all the evidence.
And if you are not in touch with her already, send a pm to @ParkingMad as she has a wealth of info, contacts, photos etc. about this place, including a copy of the BPA report that came into the public domain after all the early complaints, where they concluded that this car park should not use a system that depends on a phone signal or internet connection because it is unreliable.
PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

Thank you for such a quick response, I will pm Parking Mad as you suggest. I did get in touch with the MP for Ceredigion and he also sent me article's and my understanding is he fully supports the general public and not the parking Company2

WHY DO THE BPA still keep OPS as members, are they that hard up ?
All this rubbish from the BPA that they are driving standards up is simply a joke. All OPS acheive with their antics is to make the BPA look like another scam.
Shameful BPA for NOT acting as professionals and lowering themslves into the gutter4 -
ParkingMad, the pay & display sign you have added most definitely has a different set of payment charges to the one they've attached to our declined appeal. wonder if anyone knows if they have they changed them recently1

If they have , check the BPA CoP regarding extra signage when changes are made
Bear in mind that the BPA CoP clause 13 shows minimum grace periods , who knows how long is allowed ? We had one win on here today for Initial Parking on a pay and display car park , where Popla ruled in favour of the motorist , using Grace periods plus common sense2 -
Parking Mad in the very bottom it looks like a date of March 2021 when they've changed the parking fees

REDX I've had a look and here is the latest version 8 dated January 2020 of the BPA CoP
so am I understanding this correctly,
you have 5 minutes grace minimum to decide if you are going to park or leave? But if you park you don't get the 5 minutes Grace
and 10 minutes Grace to leave at the end of your parking.
I definitely took longer than 5 minutes to get as parking space and then had to wait to pay.
And it most certainly takes longer than 5 minutes to read all the signage.

The CoP says that both periods of time are a minimum, and will vary depending on the type of site.3
