PARKING CHARGE NOTICE FOR FLUTTERING TICKET.

I received a PCN whilst parking on private land operated by RCP Parking ltd, I had paid for a ticket and put this on my dash facing the correct way up but upon returning to my vehicle i saw the pcn attached to my windscreen and it mentioned i did not display a valid ticket which i knew i did but my parking ticket had flipped over.
I appealed to RCP Parking ltd via the parkdubbo portal explaining i had purchased a valid ticket to park legally on the privateland, I have both front and rear dashcam which show my ticket flipping over 10 minutes after i have left my vehicle (


Images attached showing this) The parking operator has taken a picture of my vehicle showing the flipped ticket still on my dash area and on the back of the ticket it has a 7 digit ticket number which is the same as the 7 digit number on the front of my valid ticket.
However with all this information and evidence i have submitted my appeal has been rejected on the grounds that a valid pay and display ticket could not be validated at the time of observation.
This is the first time i have used this carpark since the pandemic and the tickets dont have any adhesive strips but previously the same operating company RCP Parking ltd. had adhesive strips on the back of the ticket which would prevent this issue occuring as i left my ticket facing the correct way up and it flipped over 10 minutes after leaving my vehicle.
I also dont undertsand why have the 7 digit ticket number on the reverse of the ticket if the parking operator can not use this to validate my ticket in the case that something like this happens, I can understand if the ticket had fluttered off my dash and was not visible at the time of inspection.
What would be the best outcome here ?...Just pay the £60 now or do i have anything strong and upholding to appeal to POPLA as its kind of put me off wanting to appeal as the full £100 will then be owed if rejected.

what does this mean for my ticket ? is it not valid as the company has an old vat reg number on the ticket?0 -

I did mention this above about the real VAT number being 637 0900 47, I can only assume the VAT number on my ticket is an old number and they have not updated the tickets to reflect this, but does any of this help me if i appeal to POPLA?0 -
Why assume anything? Make life as difficult as possible for the scmmer. Enquire if fraud has been committed.
PoPLA will have no interest in it.You never know how far you can go until you go too far.1 -

A judge might have a different view though, it was paid for and the ticket is not fit for purpose, where is the sticky. I wouldn't pay it why would you?3 -
I feel as though i'm getting mixed messages, It seems as though i will be paying the pcn at £60 as i'm told PoPLA will side with the PPC in regards to a fluttering ticket no matter what evidence i have to show i paid and displayed. so seems i will be putting myself at a higher loss as the pcn increases to £100 if i appeal to PoPLA and its rejected, and if the route of going to court if i dont pay then court costs will also be on me i've been told.

We are not telling you to pay it and see no mixed messages. The VAT tax fraud thing was an aside, nothing to do with appeal.
Proceed to POPLA and no more thinking about being that very rare person here who, after reading the NEWBIES thread and realising all about the scams operated by this industry and knowing they wouldn't win this if they tried a small claim, pays it for an easy life. Those people are actually funding the MO of the parking firm and sponsoring and paying for ruining the life if the next few victims.
This is not what we do or advise.
All you need to know is already in the NEWBIES thread snd you certainly do POPLA next. Little fish in this pond, like RCP, often offer no contest at POPLA and if they don't and you lose, you dont pay!
if this goes to court you'd win. Huge legal costs would NOT be in you even if you lost, who told you that?PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
