OP I think you need to move and get on with your life.
The problems you have posted about are not worth getting your knickers in a knot over , the chances of anything being pro actively done are probably zero and any court action will be very long winded , expensive and probably won't go the way you want to
Just give notice and find alternative accommodation , life is too short to stuff a mushroom1 -
As I wrote earlier, we are doing both while searching the flats. I will not have any doubts to sue him and face him personally after I moved out from here. He needs to pay for everything he has done. And he is operating this way for years. What do authorities do here? How is that possible? I wouldnt give a heck if innocent people were not affected.
Checked recently the internet on his 'estate agency' I wish I have done it before. But even this I was not able to as he was operating as a private landlord without revealing the name of his agency before signing the contract0 -
The authorities, if they do take any action, will prioritise issues with ongoing tenancies. They are not generally going to be interested in your issues after you have left. If the issues are serious as you say then you should report now.0

Found some non-profit organisation who is dealing with landlords. Apparently people are getting thousands of compensation. Finally somebody remarked the problem.0

Any small claims court will ask for proof of any monetary loss, from your posts this hasn''t happened
Compensation for stress will not be counted as can't be quantified under these circumstances .
