Heating grants for social housing?

It's a very long shot but I wonder if anyone knows if there's any way of getting some sort of grant or subsidy for installing affordable heating in social housing properties. I live in a tiny 1 bed bungalow which gets very cold due to strong prevailing winds. It in a pretty rural area so the only heating electric storage heaters which I've never used as they are totally impractical and way too expensive. I have an open fire and permission to I stall a Woodburner but have been putting it off for the 7 years I've been here as it will cost almost £2000 and I'm unable to work due to illness so money is tight. I've tried using the fire as it is but its tiny,  has no baffle and the wind creates a fierce draw so all the heat roars up the chimney. I've asked the housing association more than once if there's any way I could get help but they are less than helpful with their recent advice being to "move somewhere with underfloor heating."  They are building new homes with solar panels and the aforementioned underfloor heating and proper insulation etc etc yet their older properties get the bare minimum of upkeep. I'd hoped there would be some kind of onus on social housing landlords to provide suitable adequate heating in their properties but it seems that's not the case. I know it's an extremely long shot but thought I'd ask if anyone has ever heard of grants or similar for this type of cost?
