BT cant provide services at new address, what are my rights for termination fees

The builder at my new address doesn't give BT the rights to the estate and so I am unable to get broadband with them at the new address. I am about 12 months into a 2 year contract so concerned about the fees to cancel and as I am unable to get their services at the new address this seems unfair. Does anyone know my rights…

We had Sky till we moved and they could not supply BB at our new address so I went for Virgin and Sky did not ask for a cancellation fee even though we were 13 months into a 18 month contract.
