POPLA appeal - ParkingEye £100 fine for spending 10 minutes in a car park without parking.

    We are writing in relation to the Parking Charge incurred on 22 June 2024 at 00:23, at Lido 2, Margate CT9 1RX car park.

    Parkingeye have previously requested further evidence in response to the appeal that was submitted and provided 28 days for this to be sent to us. The 28-day period has now passed, and we are not in receipt of any further correspondence or evidence to confirm that the terms were not breached.

    Parkingeye are a member of the British Parking Association and can confirm that there is adequate signage outlining the terms and conditions at this site.
    We are writing to advise you that your appeal has been unsuccessful and that you have now reached the end of our internal appeals procedure.

    If you wish to have your case independently assessed, please be advised, there is an independent appeals service (POPLA) which is available to motorists who have had an appeal rejected by a British Parking Association Approved Operator. Contact information and further information can be found enclosed. See also www.popla.co.uk

    So I assume I need to appeal through POPLA now but I’m confused as to which template I should follow from tips on this post:


    I think my claims are
    - bad signage 
    - landlord claim
    - they haven’t been able to identify who was driving and I have not mentioned who was driving (it was not the keeper)

    Any help is greatly appreciated!
    Is there a time limit on when I need to do the POPLA appeal? If I need to go take pictures do I need to do it at night to show what it was like when I was there?

    Also they have no proof of me parking - only that I was in the car park for 14 mins!?

    They have no idea whether you were ever in the car park.
    There's far to much use if the words 'me' and 'I' in your posts.

    All they know is that your vehicle was in the car park.
    They do not know who was driving. Keep it that way.

    Yes of course. 
    Do you suggest I use the template from this original post? But change it to my pictures & information? 

    I was confused if I should include anything else as I have not yet mentioned who was driving.

    What do you mean try again?
    I appealed through parking eye and got a refusal letter that says the next step is to appeal through POPLA from what I understand - I am looking for guidance on how to write the appeal

    I think I have already done this as I am on Plan B and have already appealed to PE, they have come back now and said it was refused and I can appeal through POPLA
