Anti Money Laundering & eBay/PayPal

Can anyone explain this to me?
I’ve changed my surname, done this through a change of name deed, which was executed and witnessed by a solicitor.
Tried to update my details with both eBay and PayPal, both insist on photo ID, which I don’t have.
When I question this they seem to both say it’s due to Anti Money Laundering regulations & won’t do anything.
If that’s the case, why have both my bank who I hold a current account and savings account with and building society where I hold a current account with just asked for my debit card and taken a photocopy of my change of name deed and updated it with no issues?
Are there different rules?

Unlike your bank and BS, PayPal and eBay don't have a physical facility where your identity can be confirmed by card and PIN and the change of name deed be presented.

Obviously eBay has a feedback system so you may have good reason to not want to jettison the account but couldn't you just close your existing PayPal account and open a new one in your new name?0

For a relatively few such people in perhaps the only country where undocumented persons are allowed to wander around, why should a multinational have some kind of special provision..?MarkN88 said:
