Anti Money Laundering & eBay/PayPal

Can anyone explain this to me? 

I’ve changed my surname, done this through a change of name deed, which was executed and witnessed by a solicitor. 

Tried to update my details with both eBay and PayPal, both insist on photo ID, which I don’t have. 

When I question this they seem to both say it’s due to Anti Money Laundering regulations & won’t do anything. 

If that’s the case, why have both my bank who I hold a current account and savings account with and building society where I hold a current account with just asked for my debit card and taken a photocopy of my change of name deed and updated it with no issues? 

Are there different rules?

    Unlike your bank and BS, PayPal and eBay don't have a physical facility where your identity can be confirmed by card and PIN and the change of name deed be presented.

    They should still consider people that don’t have photo ID though.

    In the broader scheme of their business. Not worth the expense of catering for. 
  • Obviously eBay has a feedback system so you may have good reason to not want to jettison the account but couldn't you just close your existing PayPal account and open a new one in your new name?
  • Don’t really see why I should. They’ll just lose me as a customer. 
  • I'd get an ID if I were you. Otherwise you are gonna hit this issue again and again.

    For a relatively few such people in perhaps the only country where undocumented persons are allowed to wander around, why should a multinational have some kind of special provision..?

    I'd get an ID if I were you. Otherwise you are gonna hit this issue again and again.
    Maybe, but ai wouldn’t be doing it for eBay and PayPals benefit.
