It's presumably to confirm it's OK to release the caravan to the buyer's appointed agent.
Can't believe you even need to ask if this is a scam. No caravan shortage in CZ that I know of...

This happened to me 20 years ago. I also could not understand how the other party could benefit, they offered to send me a cheque for over the amount the car was advertised for. But it also didn't seem right. I contacted some Scotland Yard fraud team via email and it was explained to me (as in this thread) that I would put the cheque in my bank account, the other party would arrange to pick up the car, then later on the bank would claim a refund for the amount credited to my account (the cheque) and I'd be left with a debt of a few hundred pounds and no car.
Its the same idea here. The scam has been around for decades. The contact was made by someone claiming how Christian they were, they'd never commit fraud etc etc (in your case they are blabbing on about how 'legal' they are so you will think they are believable). But as you suspect, its all a bit OTT and implausible.. I stopped hearing from my people once I told them I'd contacted the police. They weren't from the UK from what I could see.0
