I really wouldnt bother going down the royal mail route, first of all, yes you can log a complaint with them, however a complaint that someone hasnt sealed an envelope isnt really their problem

and as someone else has stated its the sender that has to claim and will need to provide the proof of posting, proof of value of the item and will basically have to lie, otherwise they will have no chance of a claim and then sign and date a statement saying they are telling the truth.

What was the item & how much was it worth? It would give a clearer idea if it had been pinched or not.

Pinched???, it was in an UNSEALED envelope, travelling and thrown around with 100s of other parcels and letters, but no of course it HAS to be theft by Royal Mail staff

I've opened a dispute via Paypal, how long should I wait before escalating it into a claim?

You can escalate to a claim straight away and it sounds like that would be the best thing to do in your case.

Make sure you tell them all the reasons why you are making a claim.
