Absolutely but if you know all the facts it's then easier to try and find a solution. Personally (and i'm absolutely not an expert) there doesn't look to be anything structurally wrong with the wall. You can't make someone paint something just because it doesn't look very nice (we had a neighbour who decided to make the their party hedge into some sort of topiary disaster).Gmg1 said:

I'm pretty sure if you were to clean the wall so it is a normal brick wall again, that no one would say anything.Otherwise screening or getting the owner to agree to it being painted, which they probably would, if you can actually speak to them because after all I assume they never see it anyway.0
