    Absolutely but if you know all the facts it's then easier to try and find a solution. Personally (and i'm absolutely not an expert) there doesn't look to be anything structurally wrong with the wall. You can't make someone paint something just because it doesn't look very nice (we had a neighbour who decided to make the their party hedge into some sort of topiary disaster).
    you obviously don't want to fall out with them, which is great.

    Personally I would have painted it and then apologised afterwards if necessary.
    It's not yours though. What if your neighbours spray painted your car?

    I'm pretty sure if you were to clean the wall so it is a normal brick wall again, that no one would say anything.
    Otherwise screening or getting the owner to agree to it being painted, which they probably would, if you can actually speak to them because after all I assume they never see it anyway.

    We thought about that but then if they asked us to change it back it would be a lot more work and cost more

    Absolutely that’s why we have been going back and fourth with agents to try and discuss with the owner.
