    Does this mean there are vacant flats in the building?  Has she asked about swapping to a different one?

    Sound may not travel directly up or down it could come from diagonal properties.
    Where we used to live the building had endless issues with people complaining about metal chairs scraping on tile floors. We even had our below neighbour complain about us doing it. Problem was we had wooden chairs which didn't make that noise, it was the flat next door (on our floor).
    It 'may' be another neighbour who is adding to the noise woes as well.

    Emmm I have to say none of us know well about the structure of the building. Sorry! But we just felt the sounds were coming from the flat directly above when we heard them.

    The officer my friend met said the sound could travel through a building. But we really don't know how the sounds generally travel. Again sorry!! 

    When my friend spoke to her downstairs neighbours they also said they originally thought it was her who making the noises....But the sounds they heard were apparently not as bad as what my friend heard. They heard them, but they could bear with them. 

    The council said they would investigate it further. Hopefully they could find out what exactly had happened soon.

    Sorry I actually meant there is no flat on her left. So sorry for the confusion caused!! She has applied for rehousing recently but it would be a long queue. Thank you
