What was the out come of this as the same thing has happened to myself.
1st they said I hadn't paid / so I appealed/ then they said I hadn't paid within the 1st 10mins / which was impossible as no-one could get the machine to work / so I installed the app / It wouldn't work so ended up paying by phone which took more than 10mins0 -

Hi
Similar situation: parked in the Balmaha overflow car park to go paddleboarding. Arrived at 09:10, got the paddleboard inflated, got changed and had a cup of tea and then paid for an all day ticket. PCN received from Civil Enforcement saying "payment not made in accordance with notified terms". I've responded on their website (the only way to get in touch with them apparently) and provided a screenshot of the payment made for the all day ticket and asked them to cancel the fine. They have responded saying that the fine stands as I did not make payment within the first fifteen minutes of arriving?! How the hell can this apply when it was an all day ticket I was buying??
I've been reading through some of the forums on here and I'm noticing a lot of people saying that I shouldn't have responded. But I have now, so need to get an understanding what to do next. I'm on day 12 of the 14 day window to only pay £60 - do i pay it for an easy life? (the threat of a CCJ is not sitting well with me - my finances are spotless)
Any advice is greatly appreciated!0 -

Plan A is always a complaint from the keeper to the landowner and the keeper's MP/MSP.
If you need further help that is not already given in the sticky Announcement for NEWBIES or this thread, then please start your own thread.
In Scotland the keeper cannot be held liable, so never blab about that. This will change in the near future thanks to Ms Sturgeon's wonderful tenure as Scotland's Dear Leader.
A keeper in Scotland cannot appeal to PoPLA. It's not fair, but it's an unregulated "industry" that makes up it's own rules to make money.
A PPC will not take a case for a single ticket to the Scottish courts because they cannot recover any money for claims below £300. They may try a claim for multiple tickets if they can nudge the amount above £300 by adding on fake debt collector amounts.

If only the victims would do a tiny bit of simple research to find out the process of getting a CCJ.1 -

Do not pay.
Upon receipt of the notification, I visited the company's website to complete their "appeals process" as I was so certain they didn't have a leg to stand on (the screenshot from my bank clearly showed that the ticket had been paid on the date in question). The letter was in my wife's name as she is the registered keeper of the car but I filled in the online form with my details as I was driving the car at the time (so they've got my details as the driver at the time - nothing I can do about that now).
I'll have a look online and see if I can identify who owns the Balmaha overflow car park and try contacting them directly (along with the local MP). I didn't know about the £300 threshold - good to know. They're not getting a penny out of me.
Thank you again for your patience.0 -

It's your own MP you must contact.
You won't be paying a penny.
You can't just get a CCJ. We deal with this every day and most CEL claims are likely to be struck out now (no hearing). No risk, as long as you follow what we advise.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

I'll get on that right away.
