How would I go about it then? Since it's past the deadline, how would I even pay it?
What's the logic behind not contacting them? Really I thought the only way to progress would be by asking them.
In terms of land ownership I wouldn't know who to ask as there's a bunch of shops the car park seemed to cater for0 -
Nobody said not to contact them. What you musn't do is 'phone the PPC as you may give away the driver's identity. If the NTK was non-PoFA compliant you would have then thrown away a winning PoPLA appeal point.
Was the NTK PoFA compliant or was it a golden ticket, an example of which is in the NEWBIES?

As above, I didn't say don't contact them and certainly wasn't telling you to pay! Albeit if this was a significant overstay and neither you nor passengers had mitigating circs (such as disability) for why you took longer to shop, and you don't have receipts to prove you were genuine patrons of the retailers, you may not be able to get this cancelled.
But ParkingEye are unusual, in that they will consider appeals and shopping receipts as proof of patronage, even well after the appeal window. And they often cancel for genuine shoppers.
You can use ParkingEye's appeals page at any time I think, or email (with PCN number in the subject line):
