Many registered keepers only have one person insured to drive the vehicle.
My insurance enables me to drive any roadworthy vehicle in the UK that I have permission to drive.
Advising the OP that only those insured by the keeper could be the driver of a vehicle and therefore liable for parking charges is preposterous and really unhelpful in their time of need.3
