A demand for "duty" would not come from the supplier sending the goods. The duty is paid to your local customs people i.e. Austrian customs. In the UK, the Royal Mail or Parcelforce or a courier like DHL collects duty on behalf of HM Customs & Excise on items sent by post.

The "supplier" in this case is in China. They would not have anything to do with paying the duty in your country. If duty was to be paid, you would have been contacted by customs in Austria or by your postal service or a courier on their behalf. It very much sounds like a scam to milk more money out of you.

There will be no goods - write it off and do not pay anything further would be my advice on this.
