Travel up/Thai airlines flights cancelled

I booked to go to Thailand in January 2020. Through a company called Travel up. They are a Company that books the flights for people.  The original flights were for September 2020. A few weeks after we booked. We got the news that our daughter was pregnant and due in September. So we had to change the flights to November. Which we were charged 350 pounds to do. This was all booked and paid for before covid. Along came covid and buggered everyone's plans. September came Thailand was basically closed so i contacted the credit card company to start the charge back/ refund process. I was told that i had to wait till after my flight date to start the claim. At the end of October i was refunded by the credit card company for both my flights (£1039) and the extra to change the flights (£350). Then in November the refund for the flights was given back to travel up. But the extra for changing the flights was not. Now i am still waiting for my money back for the flights. Every time i contact Travel up i get the same response. That until Thai Airways pays Travel up i can not be refunded. Who is my contract with. I have sent all the information to the financial ombudsman Regarding the credit card company. As the citizens advice said that both the travel company and Travel up are equally responsible. I am just banging my head with this at the minute. Any help would be much appreciated.

TravelUp will be waiting on the refund to come to them from Thai Air before they are able to refund you (less their fees)
Thai have been teetering on bankruptcy and not been refunding anyone so still have your money (but will not deal with you as you booked with an agent)

Change fees are generally not refundable
