    They did, But what some EU citizens were doing was arriving in the UK for the first time just before, or on, 31 December 2020, stating they were resident to get the 5 year Pre-Settled Status and then leaving the UK again. It was all applied for by app on their phone. Returning later and using their valid Pre-Settled Status to live in the UK.

    6 months (in any 12 months?) outside the UK, means they cannot apply for Settled Status 5 years later. Their Pre-Settled Status cannot be extended and the date for a new Pre-Settled Status, has gone. I assume that is why the OP moved to the UK in May (5 months later)?

    2 years outside the UK and the 5 year Pre-Settled status is invalid.

    However, those EEA citizens on Pre-Settled status cannot have UK benefits unless they have another Right to Reside for benefits, such as being economically active (working) in the UK. Universal Credit does not allow EU citizens arrivng in the UK looking for work, to have UC.
