PCN after long ticket purchasing process and leaving before end time

I think leaving before expiry of the parking receipt slip and the reasons why their system took so long to use, makes for a decent defence. You paid in good faith and you relied on the printed expiry time - any reasonable person would.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

Hello,
I contacted the hiring company to ask for a refund of the administrative fee that they charge for processing penalty charge notices arguing that this is not a penalty. They rejected it, which I somehow expected, but surprisingly they are now forcing me to pay and give me two options: I pay or they pay and charge my account.
Could somebody please give some advice? This is just ridiculous.

Thank you for getting back in touch and sorry to hear you were unsuccessful with your appeals.
We understand your frustration around receiving the PCN and losing your appeals when it sounds like you had valid grounds when purchasing the correct ticket. However, both Parking Eye and POPLA felt that you didn't have a valid reason for an appeal and we have to respect their decision.
Regarding the £25 admin fine, this will not be refunded. This is Co-wheels standard fee when processing all PCN's. PCN's come in with a variety of categories including bus lanes, parking and speeding fines. These may come in from councils or private land owners like Parking Eye but all PCN's are treated the same regardless of where they come from. Co-wheels doesn't accept the risk of leaving any PCN unpaid to go to court proceedings.
With losing both appeals, we have to accept the PCN is now due for payment. Therefore, we will give you the option to pay the PCN yourself before Thursday 10th December 2021. Please send across any receipt of payment. If payment isn't made by then, Co-wheels will pay and recharge your account accordingly.
