PCN after long ticket purchasing process and leaving before end time

I think this is so unfair and the assessor didn't even consider my comments to the evidence pack, 

Fairness does not come into it, POPLA is not independent.  Why not raise this with the Chief Adjudicator and complain to your MP?

They are not visible at all before entering the car park or while driving inside, and small print is impossible to read. No clear info about ANPR cameras.

I appealed to POPLA as hirer. I said I was driver in my first appeal to ParkingEye (which they included in the evidence pack).

In POPLA, the assesor says first: "The appellant says they were the hirer of the vehicle."

I know, lesson learnt. The question now is whether my case is winnable if PE takes the PCN further or do I have a weak defence?
