Yes there are. The Council should face an investigation so crack on, please, to the LGO in the end and tell us the result which will take you into 2022 but could proof useful to others.
I hope you also said to CEL that you still want the SAR and a note of why they discontinued, which must be in their data PCN notes.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

This might help in your complaint to the LGO. It explains in a little more detail why ANPR cannot be used by councils to issue penalty charges.
This can then be read across to imply that PPCs cannot use ANPR on council land to generate PCNs.

Hi all, I've now read a few threads and realise I should have read them much earlier, but can't change that now. I have a similar issue with CEL at Swanley Park and wonder whether you'd rather I post a new thread or continue this one?
The visit was on the evening of 27/08/21 at dusk, their PCN arrived on 11/9/21 (but backdated to 6/9/21), I appealed (due to being urgently directed by an event marshall up and over a grass bank into a field with no indication of parking fees being due, no signage etc) on 13/9/21 and received the denial letter on 5/10/21, again backdated this time to 20/9/21. I checked in via their website to see if the appeal had been processed, but it only shows that the appeal had been received on 13/9/21.
this of course means that I am not even able to pay the reduced amount because they have somehow consumed all of the time between printing the letter and posting it. Has anyone else seen this practice from them? Our post deliveries are pretty regular and we normally receive first class the next day, so I doubt an issue in Royal Mail.
Please direct me and I'll either start a new thread or post the information in here.
