Anyone on EON district heating: Meter use maybe faulty.

I absolutely hate being on district heating too many problems, my new problem I have noticed the meter reading goes up even when I'm not using any hot water or heating, I joined a Facebook group of my community and someone said they went away for 6 months and turned off the power and it was still recording usage and eon said that was normal 😮
I have someone coming out tomorrow but I'm just seeing if anyone has had this problem, It's only 1kwh im using a day but surely if you are not using anything then the meter shouldn't be moving at all.

Have you actually closed the district heating supply and return valves, or just switched off the CH electrically and not used any "instant" hot water?
If not then some district heating will be used to keep the instant water heat exchanger ready to supply hot water that isn't used and that will have some temperature losses. Maybe the CH heat exchanger also?
For comparison, my 250 litre unvented Hot Water Cylinder loses 2kWh of heat every day. The smallest 100 litre cylinder of the same type has 1.2kWh of daily heat loss.
Not that I have district heating but I've read some manuals / info on the units installed in dwellings.1 -
When I tested it I turned it off at the mains and all the valves I could, If I put my ear to the casing I can hear like a whooshing sound like water is being filled, never heard that before. So the isolation valves are not quite fully shut off and you're hearing the district heating water passing through the (restricted) valves.
Hence the cold water (in pipes between heat exchanger and tap) then warm (the bit from the heat exchanger).
