Yes it is, but you are almost certainly not going to be picked up if you aren't driving it as they generally don't have static cameras in residential roads. Also they pick up so many alerts for no MOT/RFL/Insurance/Disqualified driver that nothing will happen for no MOT.
If it's driving right in front of a police car then they are more likely to stop you and give an FPN. Which is the more expensive £100 non endorsable rather than the £50 version.
I was watching one of the police documentaries recently, Police Interceptors I think. There was a clip of one of the ANPR cars driving down a busy town centre road and the ANPR alerts were pinging constantly. The copper commented something like “they’re all out today” but didn’t try and stop any of them. I can only assume they were alerts for more minor things such as no MOT.
