18 parking fines, what to do ?

Hi my name is (Removed by Forum Team). Any help with this would be appreciated.
I first received a letter from CST LAW instructing me to pay a fine of £510 after calling them up they instructed me to call Debt recovery plus who told me this sum showing total amount was only to do with 3 fines and that total amount due is £3060 over 18 fines all in the peel centre in Bracknell. This was first time I knew of any fines as I first lived in Tilehurst in Reading after moving over from Ireland, I then moved to Bracknell and left after just over a year to Chelmsford not realising that I was supposed to change my log book every time I moved and this is why I never received any of the fines as they all went to the 1st address, I explained that If I received the first fine I would of realised I would have to be careful to leave at the correct time in future and not made this mistake numerous times and also said that this could amount to 18 mins in total over the 3 hour limit or 1 hour in total, I am currently receiving universal credit and have been for a while because of COVID and am currently training to give myself a better chance of work and could do without this threat of going to court as this was an honest mistake as I wasn’t long living in Bracknell  but was living inside the lexicon where the was no private carpark space for me so was getting used to the area and where it was safe to do so, I was a frequent customer to the shops in the Peel centre so I just wanted a little  understanding to the situation because like I said, if I received the first fine I would of made sure that was the last. I recently received all the info they have on me after checking your pages and reading about SAR’s. Even being in the wrong for 18 parking fines these would have been £60 each if I had the opportunity to pay early, amounting  to £1080. This is a extremely stressful situation as I have never been in a situation like this before.

    None of thes are fines, please read the newbies. I know this car park and imo is is well managed.  How on earth did you manage to amass this many PCNs.  Is it still a pay on exit car park?  If so, how is it an "honest mistake"?

    Please read the newbies, you need to be on top of this as you are likely to struggle if they takr youu to court.

    WRT the charges they are asking, PPCs often add on an unlawful £60 a ticet, read this

    Excel v Wilkinson


    At the Bradford County Court, District Judge Claire Jackson (now HHJ Jackson, a Specialist Civil Circuit Judge) decided to hear a 'test case' a few months ago, where £60 had been added to a parking charge despite Judges up and down the country repeatedly disallowing that sum and warning parking firms not to waste court time with such spurious claims.   That case was Excel v Wilkinson: G4QZ465V, heard in July 2020 and leave to appeal was refused and that route was not pursued.  The Judge concluded that such claims are proceedings with 'an improper collateral purpose'.   This Judge - and others who have since copied her words and struck dozens of cases out in late 2020 and into 2021 - went into significant detail and concluded that parking operators (such as this Claimant) are seeking to circumvent CPR 27.14 as well as breaching the Consumer Rights Act 2015.   DJ Hickinbottom has recently struck more cases out in that court area, stating: ''I find that striking out this claim is the only appropriate manner in which the disapproval of the court can be shown''.

    This was a no barrier carpark and when I say honest mistake seeing the size of the carpark (850 spaces) I didn’t think it was very strict on time if I was a couple of minutes over the 3 hour limit. Coming from Ireland and not having this situation left me thinking it was similar here.

    I got 18 of them as like I said didn’t think it was strict and didn’t receive any of the in my address in Bracknell, all went to the fist address in Tilehurst.

    Did yuyou inform DVLA of your change of address for both your driving licence and car registration/.  Two separate notifications are necessary.

    I doubt that the PCN s were £60 each , more likely to be £100 , reduced to £60 for early payment ( they are invoices , not fines ) , so £1800 outstanding , not a grand

    It's not their fault that the V5C was not updated , that is your legal responsibility to the DVLA , as is the driving licence too

    For all you know you could have councils and the police etc with outstanding charges like bus lanes , speeding , parking issues in council car parks , all sorts , so 18 £100 PCNs could be a fraction of the true total

    The DVLA can actually fine you up to £1000 for not updating your V5C too , same again for your driving licence too , if not done , so ensure that you keep both up to date or 2 grand is a stake. !!

    I have since I moved to Chelmsford and sold the car in question and was told I should have changed the log book before then.

    Yes they are £100 pound fines but just ment if giving the opportunity to pay early would amount to £1080 but like you said responsibility on the log book was down to me

    I assume that the PCN s are from ECP. ?

    Email a Data rectification notice to the DPO at ECP , with proof of your current address , and to erase your old address and only use your current address ( attach copies of 2 recent redacted utility bills as proof of I D under the GDPR law , but not photo I D , so no passport or driving licence at all )

    Apart from informing any private parking company of your current address , you are awaiting an official formal LBC , or a court claim ,which is extremely likely due to the number of PCN s

    The claimant has 6 years to issue a court claim pack from the CCBC in Northampton
