Falkland island airbridge

hi,
I am looking for information as to whether the airline that operates the Falkland Island airbridge. Air Tanker Commercial, can be liable for flight delay compensation?
These flights are consistantly delayed, usually by the weather on the islands, not an issue, but fairly frequently by engineering or staff issues.
As a customer would usually be paying in excess of £2000 for a return ticket, it does seem to be severe lack of customer service.
If anyone can help answer, I would be extremely grateful, and will assist islanders by passing on the info.

So my take on that is, yes, a passenger can claim using flight delay compensation, despite the stated conditions.
Under the applicable national law (U.K.), which is now the current law, replacing the Convention, EC Regulation 261/2004.
