    He doesn't need to be fully vaccinated if he's not been contacted by Track & Trace.  Given the OP seems to know who he's been in contact with (at least as far as it being a customer) it seems highly unlikely this has come from Track & Trace who are supposed to keep things confidential.  Not outside the realm of possibilities (there are some claims of breaches in confidentiality by T&T) but not likely.

    Besides I did say they "do not appear to have been contacted by Track & Trace" not "they have not been contacted by Track & Trace."
