Oh one more thing I forgot to ask! I have already declared my carer but do I have to declare every year?or is it literally a one off thing where I've declared my carer as living with me and that's it they are disregarded and that's it?

It will need to be yearly, as your council tax will be recalculated each April.

It depends on the council as to how often they review it, some never do and some do every year.

Although council tax is billed for the year it is calculated on a daily basis so any changes need to be declared as and when they happen so the charge can be adjusted as needed.
I no longer work in Council Tax Recovery but instead work as a specialist Council Tax paralegal assisting landlords and Council Tax payers with council tax disputes and valuation tribunals. My views are my own reading of the law and you should always check with the local authority in question.
