A little back story:I suffer from a chronic illness that causes me to faint and requires me to use mobility aids from time to time.
My best friend comes over everyday to check on me and do some carer type duties.

If he comes over to stay at your house, that means he lives elsewhere. If his clothes etc are at another house, he does not live at your house.
I would assume he is on someone elses council tax form.

However they will be moving in soon, of so it is planned.
I have offered for them to stay rent free in my household and they would be essentially my unpaid live-in caregiver.
It is this residence which will mean the council need to be aware, if it happends - the same question was posted here - https://forums.moneysavingexpert.com/discussion/comment/78562296#Comment_78562296

I no longer work in Council Tax Recovery but instead work as a specialist Council Tax paralegal assisting landlords and Council Tax payers with council tax disputes and valuation tribunals. My views are my own reading of the law and you should always check with the local authority in question.

As per everyone's advice I spoke to my local council office. I feel like they completely missed the mark of what I was trying to explain to them or have I got it wrong? Because they sent me one form to declare my carer and one form asking about me and if I am mentally impaired... I'm physically disabled and not mentally impaired.
So is the council tax office stating I have to be mentally impaired in order for my carer to get exception from council tax? OR that I could get a discount for my single persons council tax if I'm mentally impaired and claim also a exception for my carer?
I honestly don't want to sound mean or anything but why is it always with any council run office they make things complicated and not straight forward!
I'm frightened that they are going to mark me down as mentally impaired and unable to make my own decisions and put me under a section I think its 1986 that they can put me in a care facility against my wishes if they decide that I'm mentally incapable to look after myself.
I'm in my mid 20s and compos mentis and capable of dealing with my own finances just can't walk properly and I faint a lot.
Maybe I get too sensitive when as a disabled person I feel like people are immediate to judge me and think I have mental impairment or mental illness. I guess I would have to call my council up again and clarify with them.

The mentally impaired form that you received is for the Severe Mentally impairment exemption. See link. https://www.moneysavingexpert.com/reclaim/severe-mental-impairment-dementia-council-tax-rebate/

It's a completely different exemption to the carers one. If it doesn't apply then simply don't fill it in. They're not going to put you under any section. Please try to relax and throw the SMI form in the bin and ignore it.

There's no need to ring them to clarify anything. Just fill out the carers form and return it. This is exactly what i did when i claimed this back in January this year.

Further to this, it's actually just the council being proactive in case you qualified for the SMI discount (which you evidently don't, so it's irrelevant to you). It's a good thing, it means they just want to be sure you haven't missed out on any help

You're welcome. It really was a very easy process for me. I filled in the form and returned it and less than 10 later had the my new CTR award, which continued with the single person discount. I was already receiving it anyway because she was previously a student but left because he health became worse.

@poppy12345 thanks so much! :) I am a at home student, but was told I couldn't get any discount on council tax because of this.
I'm so sorry your daughters health got worse, I can very much relate to how difficult health struggles can be whilst studying and how overwhelming it can be. I will fill out the forms for my carer. On the form it asked to show their earnings but when reading it it seemed as though they want that only if they are employed by me or if they are from a carers company as form of employment, I am assuming as this person is my friend and as they are not hired by me or paid by me they don't need to show any earnings and also because they don't recieve carers allowance because they earn over the threshold they still wouldn't need to show their earnings?
Thankyou so much again, I appreciate you! Even though I'm in my mid 20s I use to ask my parents for advice all the time before they passed recently,so it's been very difficult and been overwhelming as a disabled person looking for advice! Stay awesome!

There's two different carers disregards - one for a person just living with you and providing care, and one for paid carers. Some councils use the same form, others use different forms - make sure you have the right form for your council.
