can anyone help 
when is the best time to book flights 
for the cheapest deals ?

I doubt there is an answer to that in the current times as there is reduced capacity.
You may see cheap deals advertised with third parties but they are usually non-live prices that may not exist and will involve additional fees for changes etc so you would be best looking direct with the airline (if tempted by a third party advert, spend 5 minutes researching the agents)
Where are you wanting to travel to and what time of year? 
Many airlines use yield management systems to manage their pricing, they will aim to get as much as they can for the flights and prices can change daily, if they are not selling for £x they may reduce the price, if flights are popular then the prices go up.

Same currently flights for Japan in Summer are 1.5k more than we normally pay. Hoping they may reduce

if you are talking 'normally' as pre-covid, pre war, pre fuel hikes, pre airlines trying to recoup losses, it could be years to get back to that 'normal'...if ever
