Premier Park - Parking Charge Notice
Barhar
I have received a Parking Charge Notice with ANPR evidence showing my vehicle entering and exiting one of Premier Park locations, however on searching the door pocket of the car I found that I still had the physical ticket, detailing the fee paid that clearly covers the date and time spent in the car park. So I appealed in line with the process via their website and presented photo evidence to support my claim, I have just received a response email informing that the appeal has been declined due to the fact that I have breached the terms and conditions by not entering the full VRN in to the machine, admittedly I only entered the last 3 letters.
I will have to hold my hands up if the signage clearly states this and accept that I made a mistake, however after a quick Google search my suspicions were confirmed that the last 3 letters for a modern VRN are in fact unique to the vehicle.
They also state in their declined appeal email that I was being honest and admitted for paying for an incorrect vehicle registration and they were unable to allocate my payment, firstly I didn't enter an incorrect VRN I entered the last 3 unique letters which for the record the majority of parking machines only require the last 3 digits, secondly the ticket produced has a serial number, I am sure that data can be captured from the machine and will match the ticket I have provided as evidence thus proving payment was made and covers the date and time the vehicle arrived and departed.
Since receiving the declined appeal email have escalated to POPLA to challenge the decision, however I am not confident after having a conversation with them before submitting the appeal I was told that if the car park signage is clearly visible and instructs to enter a full registration it is likely that the appeal will be declined and I will liable to pay the full £100 fine.
I consider myself an honest member of the public, who is being exploited for a simple mistake - I am sure that there are many more people who have fallen victim in similar circumstances.
What can I honestly do if the appeal to POPLA fails?
King Regards

Premier Park should have offered you a £20 payment due to a miskeying error , as detailed in the BPA CoP , section 17.4 , so download it and read the miskeying section
So have they made the £20 offer ?? Or not ?
Ps , the last 3 characters on a VRM are not unique , just random
The first two letters are the DVLA memory tag, the two numbers (the age identifier) indicate the age of the vehicle, and the last three letters are random. For example, BD signifies Birmingham, 51 represents September 2001 and SMR are random letters.2 -
Why did the PDT accept a partial VRM? It is a failure of the PPC's equipment no failing on your part!3

The email mentions a reduced payment option but no indication of the actual fee, to be honest I begrudge paying £20 it is still extortionate considering I paid for a ticket and can prove it. Thanks0

They should offer you a £20 option for 14 days as listed in the BPA CoPBarhar said:The email mentions a reduced payment option but no indication of the actual fee, to be honest I begrudge paying £20 it is still extortionate considering I paid for a ticket and can prove it. Thanks
If you do not pay , if you lose at Popla , the full default value of £100 is payable
If you fail to pay the £100 , PP will issue a court claim where you can argue your Defence and WS plus Exhibits in front of a judge ( telephone hearings or video link hearings usually , due to the pandemic )
A typical loss in court is about £2002 -
Thanks, realistically what are my chances of winning? might have to bite the bullet and pay the £20.Redx said:

Not entering a VRN is very small beer, a waste of court time. Read this and complaim to your MP

You never know how far you can go until you go too far.2 -
I am on your side! My point is that you were captured by an ANPR camera. As you drive into the car park it spots your registration plate and takes a photo of your VRM. If it knows your VRM at this point, why does the PDT not synchronise with the ANPR camera and say "Oops there is no car in the car park with that VRM please try again!" Failure of equipment NOT failure of the person parking the car or buying the ticket!Barhar said:
Not even going down that path, they will argue that some VRN's are short some as little as 2 digits!Le_Kirk said:Why did the PDT accept a partial VRM? It is a failure of the PPC's equipment no failing on your part!2 -
This may well be worth a complaint to Trading Standards. You never know how far you can go until you go too far.1

apologies I didn't mean to seem abrupt, I totally agree, common sense should prevail it clear and obvious but I suppose greed gets in the way! Plus they told me there was no way to check the data from the machine absolute nonsense.Le_Kirk said:
