severn trent have done this as cardew stated because they can only charge a set amount due to the way ofwat work out funding.
they clearly decided to charge more for unmeasured as they need to claw back charges for all the leaks on unmeasured charges. also it is then an incentive for people to go on a meter.
its the same as electric company charging less for direct debit customer than pay cash on bill. the company want to get people onto meters so incentives them to go on DD.
the water company are trying to get people over the meters.
in my experiance where we compusery metered customer most saved. those that did not save were using too much and then reduced their usage.
everything else you pay for the amount you use so why not water1
