After filing this claim, the Claimant has finally provided photographs and a PCN history. This data proves that they appear to have ignored a data mismatch from the DVLA and there is a question as to whether this car was even the Defendant’s vehicle. Even if it was - and the Claimant is put to strict proof- the Notice to Keeper was posted too late for keeper liability. The Claimant cannot rely on the POFA 2012 and has no cause of action against a registered keeper due to the failure to serve a NTK in time.

At the top it says:What date does that PCN History say the parking event took place? The date will also be on those photos so what is it?
We are trying to work out the exact number of days’ gap between PCN on windscreen and service of NTK.
