Bankers Draft in $USD

I have a question similar to what has already been asked here

*BUT* I can also send a bank draft in $USD. Which I hope will give me more options!
I need a recent birth certificate for bureaucracy in Spain and I was born in Hong Kong (which is all fun and games until you need a birth certificate)
They support overseas applications, and I've already spoke with the HK General Register Office (GRO). BUT I need to pay by bank draft! Either in HK$ or USD$. Only USD$60 so it's not a lot of money!
I had to read up on what a bank draft is. Seems like some old-school way of doing things (like HK is frozen in time).
In the above posts the answers from 2019 the OPs said that Lloyds did it. But I would like to know if:
1. I need an account with Lloyds
2. This account needs to be in another currency
3. If this includes Halifax. I've had a Halifax Clarity for years
Thanks so much. So much thinking just over USD$60 :'(
