Respond that they must provide a SAR and cannot assign* the debt/data to a debt firm.

Tell the parking firm you will report them to the DVLA, their trade body snd the ICO.

* you must use the word 'assign' in your complaints.  They can't assign (sign over) these cases ut they can ask DRP to chase.  Not the same thing.
