First of all can I ask if this newbies thread is still valid?

Is the template below (in italics) provided in the newbies thread still valid to appeal PCM as the keeper?
Noted the paragraph 8 of Schedule 4 of POFA 2012 for appeals as keeper for windscreen ticket
- should the NTK include the period of parking as it says in para 8, if the parking enforcement is in operation 24 hours a day BUT
- the parking signs were at least 6 ft from the ground if not more. 5' 5" ft or a disabled person would have no chance.
- PCN was issued at 10.33pm and the evidence taken by the PCM operator shows signs in poor lighting, where the terms and conditions were illegible. Only the 24 hour enforcement and parking charge amount is visible
- PCN mentions a time not a duration
- Looking at the signs around the same land in the day time for similar parking spaces it's permit parking
Re PCN number:
I dispute your 'parking charge', as the keeper of the vehicle. I deny any liability or contractual agreement and I will be making a complaint about your predatory conduct to your client landowner.
There will be no admissions as to who was driving and no assumptions can be drawn. Since your PCN is a vague template, I require an explanation of the allegation and your evidence. You must include a close up actual photograph of the sign you contend was at the location on the material date as well as your images of the vehicle.
If the allegation concerns a PDT machine, the data supplied in response to this appeal must include the record of payments made - showing partial VRNs - and an explanation of the reason for the PCN, because your Notice does not explain it.
If the allegation involves an alleged overstay of minutes, your evidence must include the actual grace period agreed by the landowner.

Template is correct if it is the one written in blue text. Just send the standard appeal as is, no additions, alterations or deletions.1 -
Yes it's still valid until next summer at the very least
Yes , use that blue text template from the newbies FAQ sticky thread first post , appealing as keeper
Pcm will reject that appeal , just so you are aware that it will be extremely unlikely to obtain a cancellation by pcm
PCM have 6 years to issue a court claim pack from the CCBC in Northampton1
