I received the above notice on Monday 9th Aug for an offence occurring on 14th July. According to the notice the issue date was 16th July.
Our post has been redirected since 23rd June, so this could explain the delay in arriving at my new address.
I recall this incident clearly as I had pulled over onto a double yellow line to allow oncoming traffic to pass, which was not following the one way system. I stopped there for around 2mins, engine running, no exit from vehicle. I saw a parking attendant take a photo of my car and the car in front and walked off speedily. I moved my car and then parked it in a bay. I had a chat with the security guard outside where I had stopped and he told me the attendant always tickets whenever he can and he agreed that I wasn't actually parked there so any ticket may be issued incorrectly.
The parking charge states that I parked in a disabled bay without displaying the required badge.
The photo clearly shows double yellow lines with no visible disabled bay. There is also no photo of the front windscreen to show there is no badge on display.
What is the best way to proceed? I have passed the time for reduced payment - should I appeal to PCP ltd and ask them to show a photo of my car in a disabled bay, or ask for a picture of my windscreen not displaying a badge?

It is not an offence, it is an alleged breach of contract. Please read the newbies and complain to your M\P. From what you have told us it wukd apear that, if the PPC takes this to court a counter claim is likely to suceed.You never know how far you can go until you go too far.3
