You can email John Gallagher and complain about any technicality that was overlooked or misinterpreted by the assessor in the failed appeal , if the two are identical then the lack of consistency is appalling
They won't be interested in a rant with no substance1 -

On the 2nd appeal she kinda ignores the fact that there is no entrance sign, just because the car was parked next to the questionable t&c sign, ignores the fact that the keeper was charged only for parking on yellow lines, but not because there was no valid permit or authorization displayed as per the same t&c. Seriously?!1

I would , but it's your choice , not ours , you must word it in such a way that it points out the errors made by the assessor compared to the winning one , so that they see that some assessors are better than othersSankai said:

I’ve had a notice issued to me too from the same company who have now issued a county court summons for breaching terms of contract stating unauthorised vehicle when the carpark (to date) is still used by several companies of which none issue any permits. I have tried (to no avail) to get info on who the land owner is and haven’t been able to do so to understand why a permit is needed when the remainder of car park is free and the signs stating it is for pre authorised vehicles appears to pertain to the nursery and even their signs are defaced possibly due to their customers also being fined as they don’t issue any permits. I have reached out to the owner of gym by email and nursery and will do so to the others to ascertain if I can get any further
