You need to create a PoPLA appeal following the guidance in the third post of the NEWBIES thread.4 -
If it was a windscreen PCN it’s a shame that you didn’t follow the Newbies thread advice about when to appeal, so as to time them out to send a NTK.The newbies thread explains why we suggest a delaying tactic. Oh well, you will just have to hope they don’t send a Notice to Keeper, unless they did already.
And please, please make a difference and do the Government Consultation before it closes on Friday morning.The MHCLG are asking the public about the level of parking charges and the fact PPCs add fake costs. I imagine you will have an opinion about that...

No, there was no windscreen ticket left, they just sent us 2 letters one after another. I'll look into the treads tomorrow, thank you for mentioning it. I'm just reading Popla appeals and trying to find the the one who will suit to my case the most.1

So the nursery now is open again and they managed to clarify the situation. Parking Solutions are managing all the car park, usually. But when the nursery is open their parking slots are managed by Elite Solutions, and so the parents have little permission cards. The fine was received, when nursery was closed for summer holidays, so it was managed by Parking Solutions, and the manager can't force them to eliminate the fine, as the nursery don't have the contract with them. Yes there are, like 2 from Parking solutions on one wall and the board informing you will get a parking fine from elite management if parking with no permission on another. The thing that confuses me, how Parking solutions can issue the fine if acctual contract and valid permissions are in between elite and nursery. And when nursery is closed there are no permits to park, as the land owner don't issue them even if it's stated differently on T&C board, not for nursery, nor for bike shop nor for gym members. And these 3 business owners have no contract with land owner or Parking Solutions themselves.1

This is the entrance into the car park. There is no main big sign with terms and conditions, only their standard template board on a right hand side, and it's unclear if the board is for small additional Yamaha car park of for main used by 3 companies.

Foundry Gym informing about the fine from Elite. But there is no Elite T&c board. They only operate school term time, and when nursery is closed the manager needs to call Solutions, so they take over. But there is no contract between them:

There is no contract in between Foundry Gym, Yamaha or Little Kids Kingdom nursery and the land owner. There are no pre-authorised vehicles, nor permissions that the land owner issues. My great confusion is, why the keeper received one fine for parking without permit on a nursery space, if there is no permits issued as no contract made, and why keeper received a second parking fine for parking on yellow lines, but not because he haven't displayed the permission, that the landowner doesn't issue =D I hope it's clear, as my native language is not english.
To add the car was observed parked for less than 3min for a first fine, and 5.10min for the second.0 -
Ok sounds like you can put together a good POPLA appeal by using the templates in the 3rd post of the NEWBIES thread, and embed your pictures with the date embedded, showing the photos within the POPLA appeal like a story book.Not links, not for POPLA.PRIVATE 'PCN'?
