Yup, but in theory you could leave it set up. It might just be easier to get an outdoor socket properly wired to the end of the garden, it'll cost a bit more but will be safer, neater and without any kind of length restriction.

So you're not buying the whole 20M per se.
Weight isn't an issue, most people go for a tethered cable permanently wired to the charger and then just leave the wire dangling or whatever (with a holster for the plug).
It's not like you'd be permanently humping it around like a fireman hose.
