I've not sold anything since Managed Payments came in. Previously when I've needed a buyer's tel no / email etc. I've messaged requesting said info using eBay's message system......... Are people saying that you can't contact buyers using the eBay messaging any longer?
No, that's not the case at all. Buyers can still be contacted via eBay messaging.

I think that, in the past, it was frowned upon/your account was put at risk for requesting the buyer's contact information, for fear that a sale would be completed off eBay and their fees would not be paid.

I don't suppose it matters much once a sale has gone through eBay and they've taken their fees.
