I don't think anyone would ignore a negative test.
But I think there are people who might not take the test in the first place, delete the app etc.
I am entirely certain that there are some people who have ignored positive tests, as there are many who refuse to take a test when they have symptoms, refuse to isolate when testing positive, being contacted by test and trace etc.

In reality the pandemic would not have dragged on this long if people followed the rules.
    Tell me about it.
There are times it's been extremely hard if you've lost someone to see people not following simple rules.
I found bursting into tears made people more sympathetic than being angry but it was very difficult at times.
I have been fairly pragmatic about the whole thing, I think that the government have got a lot wrong, but, for almost everyone who is fit, healthy and under 50 the risk is pretty much non-existent. I have however done my part, wearing a mask, hand sanitiser, since August last year testing 3-5 times a week depending on the week (3-4 lateral flow, 1 PCR). I also know people who have died from Covid (although for all of them it was their time, very old, unwell for many years). I tend not to get angry, just because it is not worth expending energy on those kinds of people.

It's a psychological thing, if they are taking the tests then they can claim that they are doing their bit, allowing them to feel good about themselves. For the week where they ignore the result they can then argue internally about "stupid government rules" and use that to displace their internal anger/disgust, before reverting to taking tests again.

Because it's the general British public. "It's probably a false positive, I feel fine. Barry at the pub told me these kits always spew out false positives, anyway"
Conformation bias, they would always rather listen to the moron who agrees with them, whose top qualification in medical science is that he once took some antibiotics, rather than the specialist with several degrees, a PhD and a distinguished career who does not tell them what they want to hear.

*The false positive rate for lateral flow tests is around one in 75,000, the false positive rate for PCR tests is around one in 600,000 for NHS tests and one in 200,000 for private tests as they do not follow the same level of precautions to prevent cross contamination.
