    You said investment, not coverage. VM's network was stagnant for many years until very recently when the got the investment for Project Lightning for FTTC rollout and some hybrid infill. OR and VM both have advantages when it comes to  network build, OR have the benefit of being the incumbent, VM haven the benefit off being free from the regulator. But the bottom line is that OR's investment on FTTC is more than VM's by a significant margin, and so it should be.
