If you have off street parking and don't plan to do any long road trips then a used 24 KW leaf would tick all your boxes for about 8k.0

It's actually much earlier than that in many cases. Probably better getting Euro 6 petrol? you don't know when they change the criteria...

Still a valid thread though. My city has CAZ and currently private cars are exempt and that could change at any time. Not that I am planning to do so but if I wanted to drive into central Birmingham, Bristol or Bath then I would be charged.
