Last time there was not enough publicity IMHO but we and other genuine motoring respondents still managed to give good enough evidence and reasons for the MHCLG to decide that the level of private parking charges would have a lower rate of £50 and that the discount was proposed to be 50% to mirror the Local Authority model.

The 'debt recovery' proposals are appallingly naive, sadly.
No additional safeguards that don't already exist and a proposed statutory nod to allow a sum that courts are routinely disallowing. This effectively will cement an untouchable extortionate penalty model.
This will be worse than clamping ever was.
Unless the MHLCG listen to the public, we can expect to see millions of court cases, Scotland too.

Landowners need some way to prevent the terminally entitled from extracting the michael. Their options are severely limited.1 -

They do - it's a parking ticket to pay for your time using their land. Those who knowingly don't pay should be penalised, those who are misled by obscurification or caught out by something out of their control e.g. a traffic jam meaning they can't leave in time should not be penalised unfairly.

It's not hard to stay within the free time limits allocated and I'm happy for them as it prevents people staying there all day and abusing it, stopping others who need to visit without a space.

Nobody of sound mind disputes Landowners having the right to charge for use of their land and nobody disputes getting a parking 'invoice' FAIRLY if the T & C's have been broken but these T & C's are mainly illegal and not enforceable but written in such a way that only a Barrister could understand, although I believe signage has changed a lot now. (better or worse I don't know because I never use private parking since being stung and won't ever again).
What people do dispute is being excessively overcharged by these 'ex-clamper' private parking scumpanies and their debt collector goons who use heavy handed (many times illegal) ways to extract payment and if all their scary letters fail then have the audacity to use the Courts as their own personal debt collectors.
They don't have a fair appeals system, just google the IAS and see just how biased towards PPC's it really is, if they operated like Council car parks the Parking sub-forum would probably fizzle out but maybe this new consultation will actually do something.
Having been a victim of one these PPC's and getting caught out by overstaying on a Council car park once (not my fault, bank meeting overran and wasn't allowed to pay for more parking) I can honestly say the £30 I paid the Council was easy to sort and nothing like the £160 the PPC was demanding, took me 6 months to deal with but I'm happy to say they got ZERO money from me.
When it comes to PPC,s don't let naivety be your downfall.2 -
Well said, @onlyfoolsandparking. Any driver who thinks neither they nor anyone they know will or has got a private PCN is sadly mistaken. They are issued like confetti and very often for spurious reasons.The industry is rotten which is why the Act was passed, not due to rogue parking.

Absolutely, but it's not these parking paracites who have form for issuing spurious invoices for anything they can, and once the problem parkers have gone they turn on the residents to try and get their money.
There's a huge distinction between parking on private land they have no right to and inconveniencing people, and stopping in an empty car park to respond to a phone call, or parking at the wrong side of a car park, or parking outside a shop and crossing to go to a cash machine before going in, and so on.
