    Thanks I got somewhere with this. The reference number at the top, coupled with the postcode on the letter (which is not actually right) gets you through to a summary screen. However, once there the reference number doesn't match with the one on the letter, but it does have a location (Holiday Inn Lincoln - never even been there!), and a date (early 2019). Is there a way I can find out the operator for that site? Or easier to go via DVLA? Thanks

    I already told you what to do first and how to find out and it’s not from the DVLA.

    Please show that letter to the MHCLG in your email response about rogue private parking charges, you then do in August. Maybe wait till you know a bit more about the alleged charge but the Consultation is only open for just 4 weeks. 

    This is the final Government Consultation into the level of parking charges, discounts, false ‘debt recovery add-ons’ (that no PPC actually pays)...

    ...and the Appeals Charter - that should IMHO result in full cancellations not enrich the PPCs by £20 or more because it would just encourage spurious PCNs that should never be issued...

    ... and it is now open!

    Please tell your family and friends to encourage colleagues who have had these spurious PCNs and claims to email their evidence to the MHCLG as shown in the Consultation and not just do the tick boxes. 

    The Government want evidence - victims must give it to them.

    So I do write to the debt company (against every other post on this site it seems), and do give them my name and new address?

    I wouldn't , because your name is not Officers Mess !!! Lol

    I would be finding out the name of the parking company for that hotel site in Lincoln , then emailing a SAR to the DPO at that parking company , with your name and address and proof of I D under the GDPR law , such as copies of 2 recent redacted utility bills

    Then wait and see what comes back

    You could email the DVLA to find out if your V5C has been accessed and by who , they will reply within 30 days by royal mail

    That way you are not giving anyone cause to pursue you at your address

    Thanks for the advice. I will ignore the nonsense from DCBL (or may write them a letter from 'the military' telling them to do one) but now have enough info that I can send a SAR and see what happens. If I can get hold of a PCN number I can then at least confirm it exists and either engage with the land owner or follow the newbie guidance.
