That's a shame. Can you access the consumer unit, even if you can't get a photo?Do you have a non-contact voltage tester ("volt pen", something like this) or similar? I've not read the whole manual to see what a constant light means; on my old UK meter it meant that my solar panels were exporting power, but that doesn't really match your situation.Reed1

Do you have a contracted power limit on your tariff?If whoever is there has accidentally turned on too many high power devices at the same time the meter cuts you off until you phone the energy company to get reset I believe?0

In the old days electricity meters were analogue with rotating dials and a rotating wheel that measured the smallest increments of electricity usage. This made it really easy to tell if no power was being used or if power was being used at a very low rate. When digital meters came in it became much harder to tell when no power, or very small amounts, was being used because there weren't enough digits. So a convention was adopted that the light that flashed to indicate rate of power use would come on continuously if power usage dropped below some minimum level. This is counter-intuitive because the faster the light flashes the more power is being used but nonetheless many meters did this. I don't know for sure that his convention was retained for smart meters but it would certainly be a useful feature to have a way of indication that no power is being drawn.Reed0
