I have this smart meter in my property in Spain.
https://www.sagemcom.com/V02/smart-city/smart-meter/electricity/plc-power-line-carrier/plc-t210-three-phase000/
I have no electric in the house & the smart meter has a steady amber light showing.
Anybody have any idea what the problem could be ?
Or can anybody point me to a manual or instruction sheet for the meter ??
And I have been paying the bills !!
The electric has been turned off in the property for about 10 months if that matters.

Unfortunately the manual gives no indication as to what the light might be.
It is the light to the left of Sagemcom name below the led screen.

One flash (impulse) means you have used one Watthour, or as most meters would show it, 1000 impulses equals 1 kWh. Very handy as a quick check of instant consumption, and as a sanity check to make sure the meter is not recording any usage when everything is switched off at the consumer unit; also for making sure that the meter really is yours, e.g. if it's in a meter room or external cupboard in a block of flats.

That looks to be the LED that flashes to show power consumption, 1 impulse (flash) per watt-hour as written next to it on the meter. See section 3.1.3 of the manual (although the manual is for a slightly different model that has 1 flash per 2Wh).
I've not read the whole manual to see what a constant light means; on my old UK meter it meant that my solar panels were exporting power, but that doesn't really match your situation.

    Yes it does, here:

    "3.1.3. Indicadores LED
El contador tiene una fuente de pulsos luminosos en el espectro visible localizado en el panel frontal.
El peso del pulso es de 2 Wh/imp, para la energía activa y de 2 varh/imp para la energía reactiva"

    or in Google-English

    "3.1.3 LED indicators
The meter has a source of light pulses in the visible spectrum
located on the front panel. The pulse weight is 2 Wh / imp for active energy and 2 varh / imp for reactive energy"

    varh =
    volt-ampere-reactive hours

In simple terms, as others have stated, it flashes as you use electricity. It replaces the spinnig disc on traditional meters.
It's currently on constantly as you have turned the electricity off, so it cannot flash. You turned the electricity off whilst the LED was illuminated.

If you want to turn the LED off (e.g. if it's annoying you), you will need to turn the electricity on, and turn something on that uses electricity. When the LED goes off (as part of a flash) then turn the electricity off. The LED will then remain off until you use some more electricity.

I have read the manual & cannot find any reference to a constant amber light.
No solar involved just a big standard set up.

Eliminating things that aren't the problem:
    • You have power incoming to the property.
    • The meter's internal contactor (used for remotely shutting off properties) is closed (connected); there would be an indication of a "switch" on the display of it was open (disconnected).
I;m sure you've checked and re-checked your fuse board / consumer unit but could you take a photo of that and post it here? It might have some clues.

I think I remember another thread on very possibly a different model of smart meter where it was stated that a constant light indicated no electricity used in a certain time period.  Sorry I cannot be more specific.
