Claimed for missold account back in 2016, and again now for being missold again but they’ve declined

That sounds about right. You knew you didn't need to accept any account you didn't want, but chose to have it.

So do I go to the ombudsman or not? 

You can but I cannot see what basis you have.   You cannot claim you didn't know there was a free account. That is reason many successful PBA account complaints get upheld.
