    That's correct.

    Agent 1 introduced the buyer, so they are due a fee.

    So, as the Property Ombudsman says, Agent 2 should have sent the buyer back to Agent 1. 

    Agent 2 are at fault for not doing that - they broke the mandatory TPOS code of practice.

    update - as suggested, had a chat with agent 2. They have asked me to send the letter from agent 1 and summary of the issue. I have done this. They will get in touch once they have spoken to their customer relations team.
